Dear readers, I am going to tell you something you already know: traffic congestion has reached catastrophic levels in Montgomery County. We measure it badly. We do not plan around it very well. But we can do better.

In a special five-part series, MPW offers an unprecedented look at our county’s traffic measurement system. Today and tomorrow, we look at how we currently measure traffic and why we come up short. On Wednesday, Thursday and Friday we propose an alternative measurement system and preview its results. Our recommendations are radical. They are sure to be resisted by the county’s Planning Department. But radical problems demand radical solutions. Our plight is truly dire.
