On November 20, I submitted a Maryland Public Information Act request to MCPS asking for the compensation of former Council Member Nancy Navarro, who was recently hired as a senior advisor for external affairs.  The school system has answered my request.

MCPS reports that Navarro occupies a temporary part-time position which has no benefits.  Her hourly salary is $96.62.  That means if she works 20 hours a week, her annual compensation would be $100,485.  Since MCPS states that her position has no written job description and “the scope of her duties would be determined by the superintendent,” her hours worked and therefore her total compensation presumably depends on the superintendent’s wishes.

I have received your Maryland Public Information Act (MPIA) request seeking all records in the custody and control of MCPS pertaining to the following:

  • Nancy Navarro’s employment contract.
  • The job description for Nancy Navarro’s position.
  • Any other records related to Nancy Navarro’s compensation.

I am responding on behalf of the superintendent of schools who, as official custodian of records for the school system, is responsible for replies under the Maryland Public Information Act, Title 4 of the General Provisions (GP) Article.

Please be informed that the hourly rate for Ms. Nancy Navarro is $96.62. Since the position is classified as a temporary part-time (TPT), there are no benefits. There are no written job descriptions for TPT positions. The scope of her duties would be determined by the superintendent.
